Artificial Intelligence (AI) has become an integral part of our lives, promising a future filled with exciting possibilities. It has the potential to improve the quality of life for billions of people around the world. One area where AI shines is in enhancing accessibility and inclusion for individuals, especially those with disabilities. Google is at the forefront of rapidly transforming the way we interact with technology and the world around us.
I had the opportunity to sit down with Michaela Browning, Google’s Vice-President for Government and Public Policy for APAC during her recent trip to the Philippines and we talked about her insights into how the company is approaching AI responsibly to enhance accessibility and ensure a positive societal impact.
“Over 1.3 billion people with disabilities around the world use our products every day and it’s one of the motivators using AI. Thinking about its beneficial applications is (exactly) making the digital world more accessible for those people. And we’re proud about the features that are actually developed with this in mind,” said Browning.
The Google VP gave the example of the Android app Lookout which generates audio descriptions of images to help individuals who are blind or have low vision to have an understanding of what is in a photo. Lookout uses computer vision to assist people with low vision or blindness to get things done faster and more easily. Using your phone’s camera, the mobile app makes it easier to get more information about the world around you and do daily tasks more efficiently like sorting mail, putting away groceries, and more.
“This feature (of Lookout) is powered by an advanced visual language model developed by Google Deep Mind. Similarly, Google Live Caption uses Artificial Intelligence to provide real-time captions for anything with sound on Android or other devices that are using Chrome and Google Meet. This is helpful for people with hearing difficulties to access, understand, and enjoy content on their gadgets, including audio files and videos, for example,” Browning added.
From the very beginning, Google has embedded the principles of universal accessibility and inclusion into its DNA. Google’s mission statement emphasizes the importance of making information universally accessible and useful. This commitment extends to ensuring that individuals with disabilities can fully engage with and benefit from Google’s products and services.

Responsible AI Development
While AI holds great promise, it also poses ethical challenges and potential risks. Google recognizes the importance of responsible AI development and has outlined guiding principles related to it. These principles serve as a framework for optimizing the societal benefits of AI while mitigating unintended consequences and potential misuse. Google reports its progress in adhering to these principles annually, demonstrating its commitment to transparency and accountability.
Browning did mention that Google’s CEO, Sundar Pichai, has emphasized the need to develop AI both boldly and responsibly. The tech giant actively engages with various stakeholders, including governments, businesses, researchers, and civil society, to collectively address the challenges and opportunities presented by AI.
AI has the potential to address some of society’s most significant challenges, and Google is actively involved in projects across various sectors to make a positive impact. In the Philippines, Google’s AI initiatives are contributing to health, climate, biodiversity, and financial inclusion.
In the field of health, AI models are aiding in the early and accurate detection of breast cancer through the analysis of X-rays and ultrasound scans. This is particularly crucial in the Philippines, where breast cancer is the leading type of cancer among women.
Google’s Tree Canopy Lab is providing environmental insights to cities like Quezon City by assisting in effective environmental management. AI is also being used to record marine life sounds in the Tubbataha Reefs Natural Park, contributing to coral conservation efforts.
In the realm of financial inclusion, Google Cloud is supporting the digital bank startup Tonik, enabling more Filipinos, including those in rural areas, to access loans and financial services.
These initiatives highlight the transformative potential of AI in addressing pressing societal issues.
Digital Literacy & Skills Development
As AI continues to evolve, there is a growing need for digital literacy and skills development. Bridging the digital divide and ensuring that people have the necessary skills to navigate the digital landscape are essential. Google is committed to promoting digital literacy, particularly in regions with new internet users and it recognizes that different sectors will require varying levels of digital literacy and skills, such as in agriculture.
“We do need to think a lot about digital literacy and skills capability in different areas going forward. We should be very mindful of the digital divide. And Google has been thinking for a long time about the digital [divide] — it is in our mission statement, right at the very center of that mission statement is accessibility,” said Browning during our discussion on education and skills development.
Challenges in Regulating AI
Regulating AI poses unique challenges, as it is an emerging technology with transformative potential. Governments must strike a balance between fostering innovation and ensuring responsible AI development. Google recommends that governments focus on three key areas: unlocking opportunities, promoting responsibility, and enhancing security (including privacy and cybersecurity).
A risk-based approach should be employed to determine the level of regulation needed, with a focus on fairness and bias mitigation. Collaboration among governments, businesses, researchers, and civil society is crucial in shaping effective and responsible AI governance frameworks.
An open dialogue and public participation are essential components of responsible AI development and governance. The tech company is committed to transparency and regularly engages with governments, stakeholders, and the public to share insights and gather input.
Browning said that transparency initiatives, such as AI verification processes, are designed to endorse AI applications consistent with ethical principles. Google acknowledges the importance of explaining how AI technology is evolving to enable individuals to assess its potential benefits and challenges.
