Small-scale mining has long been a lucrative yet perilous business in the Philippines, supporting the livelihoods of up to 2.5 million people but exposing them to significant risks. In a landmark move, Cebuana Lhuillier Insurance Brokerage, Inc. (CLIB) has stepped forward to address the insurance needs of these miners, introducing the country’s first-ever insurance policy designed specifically for this high-risk sector.
Known as “Cebuana Lhuillier Miners Protect,” the insurance policy aims to extend vital protection to the estimated 500,000 miners engaged in small-scale and pocket mining across more than 30 provinces in the Philippines. Despite the undeniable hazards faced by these workers, insurance companies have historically been hesitant to provide them with the coverage they need and deserve.

Cebuana Lhuillier’s move marks a turning point in the industry, as mining has traditionally been excluded from insurance coverage due to its inherently high-risk nature. With the introduction of Miners Protect, eligible miners between the ages of 18 and 60 can now benefit from in- and out-of-mining area insurance coverage. The policy covers personal accidents, including dismemberments and/or disablements, death due to sickness and old age, and even offers cash assistance provisions for fire and other emergencies.
The Benguet Federation of Small-Scale Miners, Inc. (BFSSMI) recently became the first group to apply for Cebuana Lhuillier Miners Protect insurance policies. BFSSMI officials obtained a group policy, and many members have since enrolled, recognizing the significance of this milestone for their community.
Norberto Cobaldes, President of BFSSMI, expressed his appreciation, stating, “We should give credence to Cebuana Lhuillier for coming up with an insurance program for miners and recognizing the efforts and welfare of pocket miners.”
Following the lead of BFSSMI, numerous small-scale miners from different mining associations have joined the insurance program, including the Sugalan Clan Small-Scale Mining Association in Tuba, Benguet. President Angie Sugalan emphasized the importance of providing support during difficult times, noting that enrolling their pocket miners in Miners Protect ensures their well-being.
“We embrace the challenge of insuring the uninsurable. While miners are often deemed high-risk and turned away by insurance companies, we have proudly taken on the responsibility. Our goal is to provide coverage where others see obstacles, ensuring that miners have the protection they deserve,” said Anthony Lou Bernabe, CLIB General Manager and Group Head.
CLIB’s ambition with Miners Protect is commendable, as they aim to provide insurance coverage for at least 20,000 miners nationwide, with a minimum premium estimate of PHP4M. By offering this groundbreaking insurance option, CLIB hopes to inspire other small-scale miners and mining associations across the country to prioritize the safety and security of their workforce.
As Cebuana Lhuillier pioneers this initiative, the company envisions a future where all small-scale miners can go about their daily tasks with peace of mind, knowing they have a safety net in place when unforeseen circumstances arise. With Miners Protect, the industry takes a significant step forward in recognizing and safeguarding the well-being of these invaluable workers.
