The Cybercrime Investigation and Coordinating Center (CICC) and the Department of Information and Communications Technology (DICT) have issued a warning regarding false hacking claims circulating on dark web platforms like Breach Forums. A recent post alleging a data breach involving the eGovPH app has been debunked as a hoax.

CICC Executive Director Alexander K. Ramos clarified that the user behind the claim, operating under the alias GR3GGM3RC3R, is not a hacker but a scammer attempting to defraud others. “The Breach Forums user named GR3GGM3RC3R we are investigating who claimed to hack the eGovPH app is a scammer and not a real hacker. He’s attempting to defraud forum members by falsely claiming possession of sensitive data,” Ramos said.

DICT Undersecretary for E-Government David Almirol reassured the public of the app’s security, emphasizing its robust protection measures.

Breach Forums & Cybercrime Tactics

Breach Forums, a notorious platform on the dark web, is a marketplace for cybercriminals to trade stolen data and other illicit digital assets. Its ecosystem thrives on cyberattacks, phishing, and ransomware operations, facilitating identity theft and financial fraud. Despite its illegal activities, the forum enforces its rules to maintain credibility, banning users who fail to deliver on fraudulent claims.

Ramos disclosed that GR3GGM3RC3R was banned from the platform after concerned users, using anonymized tools, requested evidence of the alleged eGovPH breach. The scammer failed to provide any proof, leading to his removal.

Strengthening Cybersecurity

Almirol highlighted the importance of vigilance and international collaboration in combating platforms like Breach Forums. The Philippine cybersecurity blog Deep Web Konek also reported on the hoax, sparking discussions within the local cybersecurity community. The CICC and DICT urge users to critically evaluate breach claims and report suspicious activity to authorities.
